I think it has to be more with the style and quality of the animation than with the number of frames per second. It's mostly fast changes of poses.
Anyway, you could try with 12 or 15 frames per second in AS, but it mostly depends of the way you animate.

Personally I like to animate at 24 fps with step interpolation and on twos.
So I really animate at 12 fps, but that allows me to animate at 24 fps if need be, say for fast actions.
Most of Disney the Princess and the Frog was done on two's at 12 fps, but some actions we're done on one's at 24 fps.
As for this particular clip on YouTube, it is at 24 fps.
