It is possible to realize such on LUA?
No, you couldn't do that using Lua (in Moho, Lua can't be used to modify parts of the interface - it can only create tools and Script menu items).
However, take a look at the Switch Layer tool (the second-to-last tool in the Layer tool group). It has an interface in the tool options area that does pretty much what you're describing.
