Rigging of hairs?

I was thinking of a way if we could simplify or ease the way to rig density hair character.
I just came up with a thing, don't know about the thoughts of others on it, so I just wanna know, if it's achievable.
If anyone knows, then please help me out with it, like can it is achievable.
