Picture problem
My picture keeps on deforming the rest of picture when i move the bones...is the any way to keep the picture from being deformed..?

Yes, cut the picture into bits and pieces and put those into separate transparent PNG images. Put enough space between those images and rig the images with bones. Use offset bones to put the parts back to their original positions and start animating in frame 1 and higher.
Of course, this only applies to characters. For backgrounds you'll need separate image layers.
