I have a strange problem. Created some rigs. Basic rigs. There are no actions or smart bones. None of the bone settings have been changed. No squash and stretch on the bones, however when I rotate the bones they get longer on the horizontal plane then go back to normal length on the vertical plane. Anyone ever have this problem?
Have a look at the bone layer whether it's tilted in 3D.

Also, try looking at the workspace in Orbit mode. If the bones layer or any layers are rotated in z-space, it should be obvious from a 3D view of the project.

Let's keep this simple and first go for the obvious:
Select the bones layer and then click the Rotate Layer XY tool. Are the values in Tool Options 0,0? From your description, my guess is that there is some rotation in the Y axis. But if either box has anything other than 0, click Reset.
Now click in the Timeline on each channel icon in the Timeline and press delete. This will select clear any additional XY rotation keys on the layer.
Did that do anything to fix the problem? If not not, then we can consider other possibilities.
