It's not about the background; it's about the background's motion.
A busy background is fine as a backdrop for animation, as the relative motion can aid readability. But a busy background that the character can get a bit lost in, with so much motion that it detracts from the character animation, can be a problem.

Yes, that is correct. This I will say, it was a kind of an experiment. It was an image garnered the net, the next will be a bit more original (absolutely), and follow the Disney multi level camera technique (from the 30's). I will always take constructive criticism in a good grace and make the best of it, thnx for offering your observation.
