((sorry - I don't know the German language manual references - this is a guess))
eyes:
gaze and blink are smartbones
gaze moves the eyes left and right - blink opens and closes the eyelids (and dilates the pupils when wide open)
to see that animation -- open the Actions window and click on the relevant action (and then go back to mainline (Hauptachse))
to use that animation -- in mainline - rotate the bones between 180 and 0 - you can make the open/close and left/right move as far and as fast as you like by how much you rotate the bone and how far apart you place the keyframes
to understand more about smartbones - look in the manual chapter 5 for Smart Bones (Intelligente Knochen)

mouth:
the mouth is a switch layer with two child layers -- look in the manual chapter 11 (create) and 8 (animate) for Switch Layers (Wechselebene)
the eyes and mouth layers are layer-bound to the "head" bone (B1) -- look in the manual chapter 5 for Bind Layer (Ebene binden)

the bones are created and placed just like any other bone - but they are not parented to any other bone
(The head/arms/legs bones are child bones of the root bone (B6))
