Moving bones with bound layer/points while animating

This is probably easy but I'm having a hard time figuring this out. I'd like to animate shrugging but the bones only move around their pivot point I need the whole bone with all connected bones and layers to go up and down. On frame 0 I could do this with offset bone but I have no idea how to accomplish this while animating without offset bone since it's disabled.

Just found out how: Transform bone and use the end point of the bone.
