Ahm, photoshop IS a software, and a very expensive one.
If you've got money, buy it.
Photoshop Elementals is the alternative, even experts using it.
Alternative is also the Gimp, no money. but nearly full effects alike photoshop.

Best photo paper? It has a lot to do with your printer.
A very good paper is worse with printer A, but excellent with printer B.
You have to buy different papers for a test.
I know what I'm talking about, when I changed my printer I had this problem.

Best printer?
Read the computer magazines and their tests, - try to find out what is real and what is commercial.
That's why you have to read more than one magazine.
But have also a look to the costs of a print!
(Especially with colour laser printers, a complete set of colours costs more than the printer itself!)
But one thing is clear, It should be an ink jet printer, colour laser prints do look only like a real newspaper-print. (alles nur gerastert).
An ink jet has a better quality in this case.
Your ink jet should have different tanks for every colour. You can buy one which has more than 4 colours.
Sorry for not mention a name of a printer.
I've got a Canon ink jet and a colour laser by HP.
Others will say that these are not the best, they've got an Epson, or telling that a Lexmark will satiesfy you.
An early HP ink jet did need endles time for photoprints, the Canon was very fast with the same quality, so for me the choice is a Canon.
Good luck!

These type of question are relevant in any art oriented forum.
If someone used ASP to produce art for a poster, or an add, it would need to be composited in a software then a proof would need to be printed.
ASP is pretty good with these type of software's since it exports to PSD with layers order intact.
To answer the question, I take it that by asking which is the best Photoshop software you are asking which is the best photo editing software?
Well, it is Photoshop of course, but it may be quite overkill to get it for scrap-booking, Gimp would suffice for that type of work and as it was mentioned, it is free!
As far as printer goes, I used to swear by HP, but then I got myself an Epson 1100 with CIS from these guys http://www.cobraink.com and have not looked back since, Richard, the owner, gives an extremely good service but if you get a CIS printer, remember to print often, or the system clog, which is a pain.
As far as paper goes, I suggest Epson presentation paper, it is photo paper, it is cheap and it allows borderless printing.
Hope this helps.
