Script for moving keyframes?

This will sound weird but is there any script for moving keyframes? For example lets say if your adjusting your timing of your animation and you want to move all your keyframes over a frame or two from keyframe 30-32 is there any script that will do this kind of input manually without having to go into every single layer and move every keyframe? I know in Moho if you select all layers you can technically do this but when you have over 50 layers Moho lags a lot and you literally have to scroll forever to highlight every frame. The way I'd imagine this working if you scrub over the frame on the timeline you can have a tool bar that gives you a option to move over the frames depending on how much you want to move them over then once you do a input it will ask if you want to apply it to groups, subgroups, and bones that are within your object and if you hit yes then it would apply it to every frame.
