Actions are linked to layers and to its corresponding channels (bone angle, point movement, layer translation, etc.) You can import a layer (root layer) from other anme file using Import Anime Studio Object and the actions inside that layer (and sublayers if it is a folder type) will be imported. But apply the actions to another layer with different shapes, bones and so on will not be possible.
You can reuse the imported layer and its actions by modifying it to produce another character (for example change the length of the skeletons or the relative position of the bones, even the color of the shapes or the position of the points of the shapes) but remember the action will override your modification if the action atcs over channels that you have modified. So if the action only use bone manipulation you can apply it to another modified character (if you modify the shapes only) to do the same action. Beware that in some circunstances the result would not be the same. For example for a walk cycle the bone anlges are adjusted to the limbs lengths so if you modify them, the walk cycle would not work properly in the most general case.

Hope it have helped you.
Please post your progresses.
