Constrained bone lose its bind region

As explained in How do I? forum bones loose its region binding when constrained to constrained bones.
In the example I have 21 shapes and 21 bones one per shape. all bones and shapes are auto named. The constraints are in this way.

("->" means constrained by)
1->2->3->4->5->6->7->8->9->10->11
21->20->19->18->17->16->15->14->13->12->11

So Bone 11 is free.

When you move (position angle or lenght) the bone number 11 the shapes number 1, 2, 3 and 4 don't follow its bones 1, 2, 3 and 4 although they should do it.
