Position Control Bone - Across separate skeleton-layers

I have two characters in separate skeleton-layers. One character is supposed to carry the other one in his arms. So I want to transfer the translation of the first character's pelvis-bone to the other.

Apparently there is no way to make constraints across separated bone-layers (or sub bone-layers).

Does anyone have a suggestion of how to solve this without having to manually keyframe the other character?

I have tried to rig both characters in the same bone-skeleton with this structure:

root
--rootBoneChar1
--pelvisBoneChar1
--rootBoneChar2
--pelvisBoneChar2

Then pelvisBoneChar1 is used as Position Control Bone for pelvisBoneChar2. This works great. However, this makes it impossible to scale and otherwise manipulate the characters separately.

I then put the characters into two Group-layers. But then all bind layer/points information is gone and the icons for binding layers and points are greyed out when the grouped layers are selected.
