When using a 'Clip' Liquid Shape with a soft edge with a 'Normal' shape with a hard edge, the soft edge bleeds outside the edge of the 'Normal' shape.
Is this the expected result for Liquid Shapes? Soft edged shapes do not bleed outside the edge of mask layers, so it seems inconsistent to me.
The bleeding happens on screen and in renders.

Hello, yes, this is the expected behavior in liquid shapes. Liquid shapes are not masks; they are about creating different shapes on top of each other.
So, your shape with a Soft edge is simply placed above the main shape, and the blur effect is not cut off by anything.
