tag layers and coloring layer improvements

1: user could predefine tags and use them . a list box can be good.
2: a question dialog box when change layer color :

do you want apply to all child layers too?
yes no
tags predefine is in settings. but for reuse a combobox needed to add in front of tag search field.
if these options exist already please tell me.
