Duplicating image layer

I am playing with the Bitmap tools in 13, and I thought I could do something very simple that's opened up something I am not sure how to work around.
1. Create a new image layer
2. Draw something red in it
3. Duplicate the layer
4. Move the image over a bit so both layers can be seen
5. Change to the bucket tool, lock transparency in the new layer, and change the brush color to blue
6. Using the bucket tool, change the copied layer from red to blue
EXPECTED
There will be a red image and an identical blue image near it
ACTUAL
Both layers change to blue
What I've discovered is that the image layers are bound to an external image, and when you duplicate it, the duplicate is bound to the same image, so changing one changes both. This makes sense now that I get it
Question: How do I break this binding, so that I can duplicate an image layer, but have it create a different file so that I can change the color of one but not the other?
