Since fill textures are only influenced by bones, you'll probably need to mask the texture, as an image layer, with the vectors so the smart mesh can control both.

One more thing: This might sound basic but, If you're using an Image Layer with the mesh, be sure you are animating the mesh at frame 1 or later. Frame 0 is for setup and you won't see the texture deforming there by moving points...that only happens from frame 1 forward.
