HELP!!! Why it doesn't work?

Hello
I'm as usual on building a character in 2.5 D.
I would like to rotate the whole body and that the legs also have the possibility of turning independently while following the rotation of the body.
I did a construction that would normally work, but I have a problem that I can't solve.
So I made a video of a simplified version of the system to see if you have an idea of the problem and a solution.
