Target Bones

I've been looking at some examples of 'Target Bones' and wonder if anime pro 8 or 9 has this facility. I've attempted a few tests from viewing video's on pro 12 by using shift/control on the bone, but unable to get result, maybe a feature unavailable in older versions, but wonder if there is a work around.
