I think Hitfilm can do that, but i'm not sure.
Hitfilm express is free.

You can import and edit Quicktime .mov's in Hitfilm Express but your export options are MP4, AVI and Image Sequence. Still it is free.
I've been using Sony Movie Studio Platinum for several years now and I love it. (It's the cheaper version of Vegas.) If you do decide to go the Sony MSP route, I would recommend picking up version 12 at Amazon for about $30. Version 13 is the current version, it's about $90 on Amazon but it's a mess compared to 12. They tried to make everything more compatible with touch screens and it's a complete disaster. I have both installed but I gave up on 13 a long time ago.

They also offer Sony Movie Studio Suite that includes Sound Forge and a DVD Blu Ray creator.

Here's a link to a new article that lists some other free programs.

I always use Windows Movie Maker and Corel VideoStudio.
If you just do some cut, crop, merge work, some simple converters also can do it. Check out the following free tools.

TunesKit AceMovi can do that and it is free until 1.15, 2021. It also contains many features for editing such as split, crop, and zoom, green screen, rotate, change speed, and many more and has a large library.
The best
MP4 video editor I have used.

I've been using Shot cut has key framing for filters and is stable at least for me. I run OS X El Capitan Ver 10.11.6 and Anime Studio Pro Ver.11.2.1 on a mid 2012 Mac book pro. 2.6 GHz Intel Core i7

If you're looking for a free powerful video editing suite, I think DaVinci Resolve is now without competition.
It's Hollywood's new favourite and cross platform, too (and performance is comparable to Final Cut Pro X).

Hey
I've been using iMovie for a long time. But my Mac has been stolen. Now I use Movavi video editor for windows -
