I have two questions
1- How can I import Psd files on anime studio
2- How can I cut Background Picture

You can't have everything. Where would you put it?
I guess that you're refering to "How do I remove the first animation that is shown when I start Anime Studio?"2- How can I cut Background Picture
If so you should go to the folder where Anime Studio was installed (it depends on your operating system) and search for "Startup" folder and a file called "StartupFile.anme" or something like that. That file is opened a thte beggining. Just delete it or rename it to other name. It will never appear again at startup.

In Photoshop you would double-click on the image to make it aLAYER and not a BACKGROUND.
Then you would remove the black part of the picture by selecting it with the magic wand tool, or with the lassoo tool, and deleting the black part so that it is transparent.
Then you would save the picture as a .PNG file and import that .PNG file into Anime Studio.

In Anime Studio you could do it using "masking".
1. Place the image layer as a child inside a Group layer (if you are using the standard version and not the Pro version, use an empty Bone layer instead).
2. Also add a vector layer as a child of the group (bone) layer, below the image layer.
3. Draw and fill your mask shape (the part of the image you do not want to hide) on the vector layer.
4. Set the group layer masking properties to "hide all"
5. Set the vector layer masking properties to "Add to mask"
