newbie question about the Singing Girl

I am playing with this week's free download from Content Paradise, the singing girl. I dont' understand why most of the bones in the character are not manipulatable. None of them are locked, and I don't see control bones noted for them either. What would cause a bone not react to the manipulate bones tool? Only a couple do, out of dozens.

Please check the Bone Constraints if any Bone Dynamics are applied.
If so, I presume only the first bone in this chain can be manipulated.

The only thing set are bone dynamics, but not locking or control bones or angle constraints. Yet, most of the bones aren't moving.

Bone dynamics alone wouldn't cause this from my studies of the tutorial files. It must be something simple that I am overlooking, if anyone can point it out, I'd appreciate it.

now i'm playing around with tutorial file 3.3 and see that sometimes a bone dynamic will make it unmanipulatable but othertimes no, but i don't understand why. the tips of this creature in 3.3 will not allow for manual manipulation, even though their arms will, if dynamics are turned on. anyone can explain why?

Well, regarding tutorial 3.3, put Bone Dynamics on all 8 bones in the 4 arms.
Then use the Manipulate Bones Tool (Z).

Only the big middle-bone should be movable.
(Thats the purpose of bone dynamics, these 8 bones or 4 arms are now controlled
by the big middle bone, animate that bone and you will see).

(You still can use scale, rotate and if you wish translate).

if i put bone dynamics on both bones of one arm of 3.3, i can still manipulate the lower of that arm's two bones. its only parent is the spine bone. but if put bone dynamics on the 6 bones of the other arms, then i can no longer manipulate the original arm. this seems strange; why is this?
