Instructions:
Squigly Line Layer - Draw a squigly line using the freehand pencil tool. Change line thickness to whatever you like.
Circle Layer - On a separate vector layer create a white circle without an outline. Make sure the circle is big enough to cover the thickness of the line in your Squigly Line Layer and put the layer origin crosshairs at the center of the cirlce. Now select all points in the Squigly Line Layer and choose CrashCore's "Copy Selected Curve" script from the scripts menu. Go back to the Circle Layer and apply CrashCore's "Paste Curve to Layer Translation" script with the following settings: Start Frame: 1, Step By: 1, checkmark "Normalize Curve", KeyCount: 90(the keycount setting depends on how fast you want the stroke to be.)
Particle Stroke Layer - Create a particle layer and put the Circle Layer inside. Change the Particle Layer settings to: Particle Count: 300, Preview Particles: 300, Lifetime Frames: 999, Source Width and Height: 0.01, and checkmark "Evenly Spaced". All other settings should be zero or off. On frame 1, right-click the Particle Stroke Layer and choose "Turn Particles On."
Put the Particle Stroke and Squigly Line Layer in a Group Layer and change the Group Layer mask settings to "Hide All". Now change the Squigly Line Layer mask settings to "+Add to Mask, but keep invisible."
Hit Play to see the animated stroke in action.
