Bone movement when scrubbing only

I have a head turn smart bone dial which is working properly, (except for the pupils which I still am not getting yet). I've added a couple keyframes for the head turn and they are working, as long as I scrub the timeline. However, when hitting spacebar to play the animation the head turn doesn't happen. I even see the bone dial moving. Also, when I Ctrl-Shift-R to preview animation, the head turn bone has no effect. Exporting it for real and it works. Huh???
