Problems in working with actions in Mono 13.5
In MOHO 13.5, when creating an action on layers without bones, the clip does not work. When transferring to the main timeline, everything works. What to do?

Sorry, I'm not seeing what the issue is. From what I see in the video, what you're demonstrating is normal behavior:
1. You created a Regular Action with an animation and a Cycle key at the end.
2. You copied the Action's keyframes to the Mainline, and the result is a cycling animation on the Mainline.
Is there something I'm not seeing here? Or were expecting a different result?

I think I see what you find confusing...
If you were expecting the Timeline Slider to jump back after 12 frames on the Mainline, you need to set your frame range to 12 frames. This will cycle at 12 frames regardless of the cycle key.
But if you are expecting the cycling animation inside the Action to play to the end of the Mainline's frame range (240 frames in your example,) that's not how it works. An Action's duration is only as long as its last keyframe.
To check this, create a new Action with no animation and press play. Notice that the Timeline slider does not move. This is because there are no keyframes. Now go to a layer fame, say 60, and move the layer. Now press play. Notice now how the animation only plays up the that frame and loops back to 0 regardless of where the frame range is set. This is because an Action's frame range is not dependent on the timeline's frame range, it's dependent on the animation range.
So, in brief: The Mainline's duration is defined by its frame range. An Action's duration is defined by the length of its animation.
Hope this clarifies what's going on in your example.

There definitely a bug here. Layer transform animation should play in the action timeline, but it doesn't.
