Sometimes the transform bones tool doesn't let me scale down a bone, it scales up when I move the scale handle with the mouse up and it scales up, too, when I move the mouse down. You can see it here in the video:

when I enter numerical values for scale, it is still possible to scale down, though.

Bone scale works by moving the mouse left and right (regardless of the bone's orientation). It only follows the mouse when you're scaling a bone on frame zero.

Oh. Is there a reason for this? Why should scale work different on frame 0 and frame 1?

Might be just a misunderstanding - all bone transformations, by the bone transformation tool, can be applied on frames 1+
The difference comes from the fact that on frame 0 the rig is editable where on later ones, you're manipulating the established rig.
