Working with video clips

I have a bunch of short video clips I'd like to include in my project. I'm not seeing a lot of documentation on best practices for this. All these short clips were imported and all just start playing at the same time at the start of the project. I want to move the clips around and have them appear at specific points. what is the preferred way of manipulating start time for imported video clips?

I can move the keyframes around that affect audio and visibility, but I'm not affecting the actual start time, only the time the video becomes audible and visible. The project is five minutes long, and these clips are each a couple of seconds. Do I really have to import the video at exactly the frame I want it to start, and if that needs to be adjusted, re-import at the new location (followed by re-cropping and re-positioning)?? Ugh.

Select the frame you want it to start on and use the menu command Animation>Set Layer Start Time, or you can manually slide the layer in the Sequencer.
