Moho's bones are meant to work in 2D only. You can fake some 3D in a character by rotating individuals layers and groups in z-space, but the bones themselves are always planar to the bones layer.

You can rotate the bones layer in z-space but that rotates all the bones in the layer.

You can scale the bone to 0.01 on frame one, set its maximum IK stretching to 100, and target it to a pin bone.
