How to add movement to single keyframes.

Hi! Is there a way to easily add movement to single keyframes in the timeline. Searched but couldn't find: interpolation of keyframe, scripts, layer specs ... something simular with stagger but the stagger has to be seen/repeated in previous frames. Kinda this:

motion blur? check the layer settings / motion blur tab.
