Art Rage - http://www.ambientdesign.com/artrage.html

This was recommended by spasmodic_cheese in an unrelated thread. Thought I'd put it here for everyone ;)

Just tried it out. Pretty cool. It's a fun and simple paint program for Windows. But most importantly it's free

http://www.download.com

It's not all free, but most of it's cheap or has demo versions of things. Whenever I have a task I need to do once (like renaming and image sequence) I go here first, they almost always have something. Good for Mac and Windows (as well as a few other OSes).

http://www.xnview.com/

A freeware Multimedia viewer, browser and converter. It'll even rename image sequences for you. Great for keeping track of digital photos and movie clips. I prefer it over ACDSee if only because it's free and does everything I want from it. Works on quite a few OSes (including Linux). It's been nothing but good for me!

Just saw this posted on Slashdot. Looks VERY cool, but haven't tried it yet:

The Inkulator9000: http://inkulator.sourceforge.net/

Creates vector graphics which looks like inked sketches from 3D models.
