physics wiggyness - works in edit, but not in render

I've uploaded a video of the scene while I'm editing and the scene after rendering. It's a simple stairs and 2 balls.

While editing, the stairs physics are set to 'non moving object' and they don't move as I edit.

When I take that exact scene and render, the stairs seem to behave as one of the objects in the physics chain.
