when you are making a character do you make it talk first before you make it move

In Moho 12, it really doesn't matter.

In earlier versions of the software, some animators might prefer to animate lipsync first or in a separate scene and integrate the lipsync in the scene with body animation when it was done. This is because it can be difficult to animate lip sync when the camera and character's body is moving all over the place.

With the new Mute Channel switches, this really isn't a problem because you can temporarily disable any existing camera movements and character body animation to focus on the mouth and facial animation.

if you're thinking overall workflow, then it's usually create the speech soundtrack first, then create the action.

as Greenlaw says, one thing to bear in mind is ensuring speaking mouth shapes "work" if you're planning head turns during the dialogue
