No, you misread somewhere. 500.- € were just the voice actors. And they only worked for one hour each.
For your TV commercial you should charge more, but I don't know any figures from your country, so that's just a feeling. I'd say a rule of thumb should be: calculate how many months you work on it, multiply this with what you need for a living each month, and ten double the amount, plus any expenses you'll have for that project: voice actors, lab costs, whatever. Oh, and don't forget to pay everyone else who works on it ...
