This is only a research. I believe the software is already functional, but it is not avaliable for download, neither commercially, nor academically. Maybe you can write directly to the author. He may send you a demo version or he may give you more information about the current status of the software.

Btw, I come across many interesting applications when googling for academic researches on graphics and animation.
