I've just discovered this program called Comic Life, which allows you to build comic pages using images such as photos, scanned images, and contains everything you need to make comic books. Very cool program, only $24.95. But, I think it's Mac only (not totally sure about that). Check it out at:

I have ask the authors for an eventual windows version of Comic Life...

I have comic life because it came with my macbook. it's really not that cool. I'd spend my twenty five bucks somewhere else.
