If you haven't used or heard of Sketchbook Pro you should definitely check it out. For only around $60 you can get your own copy or you can make a lesser payment for a month to month subscription (personally not a fan of those). Sketchbook Pro 7 has recently released what is called 'flipbook animation', right now it is very limited what you can do, you only have 3 layers to work with: background color, background, and foreground. You have a time line to add and remove keyframes. And a couple other nice features. This can very easily replace flash and other frame by frame software in the future, simply because of its price and what Sketchbook has to offer.
