Very much like Deluxe paint,kinda Deluxe paint blended with Photoshop.Ive recentely got back into this as it has just had an update to V5.
Its like a Photo editor like Photoshop with filters,layers and masking tools but also has very extensive animation tools(like Deluxe paint).In the Animation side it has Onion skinning,motion tracking,Animated brushes,paths and animatable special effects like lens flair.It has some good examples on the site if you want to see whats possible.
Its more for the Hobbyist than the Proffesional and is a bit rough round the edges so should not be compared to professional software.You do have to use your imagination to get the most out of it.Some might not want to pay for the pro version but there is a free version(but some of the above features might be missing).
