Perfectly done cut-out. Awesome. Just look at those textures and the dramatic lighting.

I'm very sure that animation was done in AS. That crazy whiskers betray it, most considering that AS is getting very popular on latin america.

Nice animation. Was that only cut out or a mixture of cut out and other techniques? Any opinion?

One of the animators, Jorge Cuellar, has a really great blog: http://jorgemcuellar.blogspot.com/ You really should look at this, especially his detailed pose studies and head turns!

I sent him an email asking which technique they used for Cat Out.

Hahaha! What a great little story, love it! The production quality is top notch, would love to get a HD version to watch on the big screen.
