root bone results

I've been including a root bone in my rigs but get differing results, on one rig I can with the manipulate bone tool move the whole rig and figure getting the +bone symbol on the other figure when I go to do the same with the manipulate bone tool, the whole rig and figure just rotate getting the rotate bone symbol. I've checked with the reparent bone tool, and the bones are parented to the root bone for both of the figures.

just re-drew the rig, with one difference in the bone parenting, will re-draw remaining, although the one bone change to my understanding should not have made a difference, c'est la vie.
