If you want to draw freehand animation over 3d models, try clip studio paint EX.
It is from celsys and uses the tech from the studio software called RETAS ( also made by Celsys) which is THE standard studio software for Japanese anime.
10 hours is probably a lot to aim for without a lot of experience, time and staff, you might want to try for 7 minutes first  . I wish you well in your endeavours :D .

SO the way to do it is to position your 3d model set your camera position and lens, trace off the model with pen to get the 'anime' line work.
That's how they do it, keep the frame rate low unless the action is fast.

If your interest in what I had to say go to this topic and see uncle808us' posts.
I use a MacBook Pro, and Anime Studio Pro 11.2

I spent some time a few years back experimenting with toon shading and the like in Blender.
It will look like toon shading but not anime, unless you do a few things to avoid the slick and slippery look of the shadows .
Some sort of low frame rate vector noise and variable frame rate rendering ( also low) will help, good luck with it.
I guess you'll have to experiment and get more knowledge from the Blender forums.
