keyframe cycle kick

I've been working on an anime trying to represent the surface sway of water, using the keyframe cycle feature, it seems to always give a kick on returning to cycle, frozen the first frame at frame one, as demonstrated by video's watched and tried absolute and relative, still seem to get a kick in the loop. Any tips from seasoned users.

While building a cycle, most people copy frame 1 to the cycle's end. Make sure to not include frame 1 into the cycle so it's not doubled.
