"Foe" is not the best description but seems the best recourse here.

I remember back in the Bulletin Board days (BBS's) I had a similar feature called a "twit list." Basically it stripped out all their messages when loading into the browser. This isn't the first time this person has been banned and I have a feeling he will reappear again down the line.
