Any improvements to the drawing tools in 9?
Main thing that still got in the way was sometimes fairly complex shapes not filling with colour properly. Has that been improved?

Nothing really changed with the drawing tools. Anime Studio can make extremely complex shapes, but if you're having problems you should send us a sample file, or better yet, a screen recording showing how you created the shapes. There were problems in the past where you could create "bad" shapes by welding certain points together in a certain sequence, or deleting points or edges, or similar, but those have been resolved and I'm not aware of any current issues regarding shape creation.

sometimes the paint bucket might not know what to do - with the create shape tool you can select the lines and points that will make up your shape until eventually the area is 'blocked out' which means you can fill it...

From memory, shapes like an accurate semi-circle were difficult to draw and are easier with bezier curves. You needed to create extra points than is necessary. Also, illustrator imports got the colours all wrong and the line work also didn't translate well. I'm hoping for bezier drawing tools one day.
