While I didn't have any correspondence with him, he seemed like a wise, helpful, and polite fellow. Condolences to his family. :(

He was always very generous and helpful with his knowledge. I can't believe he won't be here any more.
You can't have everything. Where would you put it?

This short bio from the Film | Cambodia Organization website
Tim Francis was born in the UK and educated in Australia. His film career started in 1963 whilst still at school - his first films were stop-motion animation filmed with a standard 8mm clockwork camera: His professional career commenced in 1978, working as a sound recordist for BBC Television news and documentaries.

A location accident fortuitously forced him back into the animation studio. After studying at the National Film and Television School Beaconsfield, he commenced a 25 year stint filming animation for TV and cinema. Francis has been a rostrum cameraman on 4 feature films, including two for Universal Pictures/Ambilmation, Steven Spielberg's animation division. His portfolio includes over 25 television long format series, both as cameraman and 35mm film editor.

In the later 90's, he began a series of Asian adventures which culminated in his relocating to Thailand in 2003. There, he was employed by a leading animation company as a technical advisor and later as writer.

He now works in Cambodia, providing technical assistance on local and international projects. His special interest is digital animated cinema and HD time-lapse photography.
He also has an IMDb entry.
