Character creation estimate

I need a budget for the following job:

I need to create a character.

What do I currently have? / what do I need?

I have:

- Cartoon version of face in png version + some 200 .pngs with basic 20 to 30º face turns
- Body shape (in png)
- +100 hand shapes (purchased from cartoon solutions)

I need:

- Face will need to be traced and converted into a fully working AS10.1 character (i.e with face and all). It must look either very, VERY similar.
- Face turns using smart bones (you can use some of the pngs as guides).
- Face features: eyes, mouth, eyebrows, mood (smile, sad) etc.
- hand switching using smartbones (rather than switch layers) using the 100 hand shapes.
- ...

Could we see one of the .pngs. That would really help in making an estimate.

You might want to give more information to attract potential animators. For example, you should provide some links to the art quality you're asking for. The art doesn't have to be yours, just an example of the kind of art you have in mind. It's also a good idea to provide an estimated budget range. I understand that you're looking to get quotes on a budget, but I'm certain you already have a budget limit in mind. You wouldn't be willing to pay 2000 USD per rig, right? So, you have a limit. You just need help finding where your budget range and art quality expectations reach an equilibrium.
