Could a script find the perpendicular angle from a point along a path ( or the angle halfway between the bezier handles) and create a new point there to a predetermined distance to create an internal or external path for a closed shape?
Or does one already exist that I have not seen?

This actually gives me an idea for something unrelated.
If this was possible then it could be applied to an animation ( perhaps a onetime run on selected points within a smart action- to fix elbows and the like).
Just thinking out loud.

well -- it sorta can …draw your path. render frame. import image. trace. (if you use ctrl-R, then save to clipboard / paste instead of render frame / import)

looking at the "Outline stroke from path in Illustrator" -- a critical difference between the path-leaf the first fill-leaf images is the number of control points... which is what you get with trace!

and I think that's more or less how blob brush works under the hood
