how do I fade out a particle layer?

Is there a way to fade out a particle layer? the opacity in layer settings does not seem to work on particle layers as well as the layers that make up the particle. I'm trying to fade out smoke so it dissipates instead of making it abruptly invisible at some point. is this possible? another possibility would be to make a "rain" particle fade out to show rain ending. can this be done?

Works here. Have you checked "allow animated layer effects" before setting any opacity keys?

you can turn particle generation off ... that might be what you want for the "smoke dissipates" (e.g. this at about 1:30 https://youtu.be/n2g1o3a3tCw?t=90) and the "rain reduces" scenario - you could have (say) 5 rain particle layers, turn them off one by one over a few seconds ...
