To move the joints of a character (arms and legs), how technique is better? Blind layer or blind points?

Blind? 8) Oh, LOL!

Anyway, the rigging method depends on what you want to do.
None of them are "better or worse" than the other.
For example, if you want to make a "cut-out" animation type, the Bind Layer option is good either if you use bitmaps or vectors.
When you need a more precise movements, you can use the Bind Points option to bind the shapes and obtain the desired effect (like elbows and knees).
Anyway, you must do some experiment to find your favorite method.
