Go to the layer that contains ALL the character layer and open the proprieties.
Now, select the "shadow" tap and tick the "shadow on" option.
Set Offset and blur to 0 and expansion to 2. Change the shadow color in the same tab to black.
If you do this in the container layer, all the child layers will have the same "outline" even if you move the character, obtaining the effect you need.

Also, you can do it in the layer proprieties, general tab > Outline on.
(it's faster and gives you the possibility to have outline+shadow)
