Well, at 30 fps, you can't have a footfall on frame 30. It does not work out mathematically when you want evenly spaced passing positions and ups and downs. So the footfall in my example occurs on frame 33. And 3 is 10% of 30, so a 33-frame walk is 10% slower than a 30-frame walk.
